Today, typhoon Matsa, carrying gusting wind and heavy rain, closes down offices, schools and financial markets in Taipei. It marks the second typhoon leave within a month, after the first one caused by typhoon Haitang. Although we are now in a typhoon season, such high rate of typhoon leave is uncommon. To accomplish this, typhoons have to do two things right: to strengthen themselves and to take a good aim at this island.
